Services Provided

  • The EAD is the repository of economic management information and acts as advisor to the Minister of Finance and Cabinet on matters of fiscal policy, development strategy, investment programming and financing and debt management.
  • The EAD is the focal point of contact with international grant and lending agencies and so has technical leadership of the external resource mobilization effort and is also responsible for coordinating related policy dialogue.
  • The EAD also has responsibility for the following through its units:
  • Budget and Debt Management
    Mission:
    To prepare the annual estimates of revenue and expenditure;
    To promote greater economy and efficiency in the utilization of Government resources; and
    To properly record and manage public debt.

    Vision: This department strives to be a cost center that:
    • Prepares on a consistent basis the annual budgets in a timely and accurate manner;
    • Pursues and safeguards fiscal health; and
    • Ensures the proper management of public debt.
  • General Functions:
    • To prepare the annual estimates of revenue and expenditure according to the Government of Grenada macroeconomic and fiscal policy goals.
    • To monitor and facilitate the implementation of the annual budget
    • Preparation of monthly, quarterly and annual reports on central government fiscal operations.
    • Preparation of monthly and quarterly Debt reports.
    • To record, update and manage public debt.
  • Project and Development Cooperation
    Objectives:
    -
    • To improve the information flow between Line Ministries and the Unit in preparation of Sector Plans and Project Identification activities.
    • Implementation of Poverty Reduction Strategy
    • Finalization of Country Assistance Strategies and Technical Cooperation Programmes with specific donors.
    • To facilitate the approval of Funding for Projects and Technical assistance outside the Country Assistance Programme of Cooperation Framework.
    • Increase the rate of implementation for the Capital Budget to a level of 70%.
    • To provide users of the PSIP with timely information.
    • To facilitate interface and cooperation between Government and NGO's.
  • Macroeconomics and Policy Research
    The purpose of the research and policy unit is to ensure that fiscal and macro economic policy decisions are well informed and have the necessary leverage, which will ensure that good policies are made.  In this regard the unit serves to advise the permanent Secretary on policy options relating to macro-economic and fiscal issues.  The Unit undertakes the following:
    • Analysis of developments in the economy and projections based on economic performance
    • Research and analysis of macro-economic issues
    • Research and analysis of fiscal issues
    • Acts as a liaison with the Central Bank on research relating to the coordination of monetary and fiscal policy
    • Analysis of current international and regional development and their impact on the domestic economy.
    • Is the key player in advising and analyzing issues relating to debt and investment policy. 
  • Trade and Industry
    The main focus of this unit is Export Promotion. The unit assists small businesses, which meet the export criterion, in promoting their product(s) at trade fairs, locally, regionally and internationally. They also assist the businesses that are not yet ready for export, in developing their product(s) for export. For the past two years, the unit has been the local focal point for the Caribbean Gift and Craft Show , an annual export promotion exhibition, organized by the Caribbean Export Development Agency.

    The unit also works with the Government and non-Governmental intuitions that provide assistance for small businesses locally.
